Thomas E. McLoughlin

Mr. McLoughlin has over 20 years of hands-on experience in
positions requiring executive level responsibility as a Chief Financial
Officer. He began his career serving a variety of clients including
"Fortune 500" companies ranging from medium to small engaged in a variety
of industries.
Mr. McLoughlin served as Senior Vice President and Chief Financial Officer
of a multi-national public manufacturer of hair and skin care products.
This company employed 850 people and generated $160 million of revenue.
Under his leadership, he successfully managed investor relations, treasury
and accounting functions. He took the company private negotiating a $58
million credit facility with a syndicate of four banks. Mr. McLoughlin was
also a critical participant in the annual long range planning process to
develop and formalize both tactical and strategic plans. He had overall
responsibility for development and finalization of domestic and
international operating and capital budgets for all strategic business
units.
Prior to working with The Scotland Group, Inc., Mr. McLoughlin was a key
player in starting up a company and organized eight related companies to
own and operate such diverse businesses as aircraft and boat charter and
commercial real estate and ownership. He executed the acquisition of boat,
aircraft and commercial real estate property and designed and implemented
incentive compensation arrangements for chief operating officers of several
activities.
As Controller of an Institute of Technology, Mr. McLoughlin was responsible
for over 100 employees in a variety of functions including general
accounting, investment accounting, budget administration, purchasing and
accounts payable. He was the key person in a $1,000,000+ bond offering and
led the Institute in managing a comprehensive examination program by the
Internal Revenue Service.
Mr. McLoughlin received his BS in Accounting from San Diego State
University and is a Certified Public Accountant in the State of California.
